Background Information

The Coalition for Health Funding < http://www.aamc.org/advocacy/healthfunding/start.htm> has issued an action alert asking the health and biosciences community to contact your Senators to vote No on the Johanns amendment which would jeopardize federal health funding.  MLA and AAHSL have signed onto Coalition letters and statements in the past in support of increased funding for federal health programs.

The Prevention and Public Health Fundestablished through the Affordable Care Act (ACA) to provide a multi-billion dollar, guaranteed funding stream for programs authorized by the Public Health Service Act that advance public healthis under attack and at great risk of elimination. On Tuesday, September 14, the U.S. Senate will consider an amendment introduced by Sen. Mike Johanns of Nebraska to the Small Business Jobs and Prevention Act of 2010. Johanns proposes using the Prevention and Public Health Fund to offset the cost of repealing a 1099 reporting requirement established by ACA, which generates tax revenue to pay for a portion of the cost of extending health insurance coverage to the uninsured.

To date, the Fund has provided support for programs at the Centers for Disease Control (CDC), Agency for Health Research Quality (AHRQ), Substance Abuse and Mental Health Services Administration (SAMHSA), Health Resources and Services Administration (HRSA), and throughout HHS. In FY 2011, the proposed allocation of the $750 million available would support cities, states, nonprofit organizations, community health centers, hospitals, clinics, and universities to provide public health services, build the work force, improve the infrastructure, and conduct scientific research in prevention and public health.

The Prevention and Public Health Fund allows appropriators to fund priorities in prevention and public health, which then frees up discretionary funding for other health programs. As appropriators said recently, "We could not have increased Labor-HHS by as much as we did in FY 2011 if not for the Fund." And in the current fiscal environment where non-defense discretionary programs are at increased risk of cuts, it is important to preserve ANY AND ALL funding dedicated to health.

What You Can Do

Before Tuesday's vote, please contact your Senators and urge them to vote NO on the Johanns amendment. Chapter and Section Liaisons, please forward this to your advocacy listservs as well.

Today, U.S. Department of Health and Human Services Secretary Kathleen Sebelius announced nearly $20 million in new technical support assistance to help critical access and rural hospital facilities convert from paper-based medical records to certified electronic health record (EHR) technology.

This funding is being awarded to 46 Regional Extension Centers (RECs) in 41 states and the nationwide Indian Country. The program is intended to provide additional support for staffing and expertise to assist critical access and rural hospitals with fewer than 50 beds in selecting and implementing EHR systems primarily within the outpatient setting. A total of 1,655 critical access and rural hospitals stand to benefit from this special assistance. By converting to certified EHR technology, these facilities can qualify for substantial additional incentive payments from Medicare or Medicaid.

Do you want to demonstrate the impact of your library on patient care? Join a study on the Value of Library and Information Services in Patient Care sponsored by the National Network of Libraries of Medicine (NN/LM) Middle Atlantic Region (MAR) and conducted by the University of North Carolina at Chapel Hill (http://nnlm.gov/mar/about/value.html).

The members of the study team hope that many of you in the Middle Atlantic Region are able to participate.  Due to additional grant funding, the study will likely be opened to participants from other regions that have expressed interest; however, MAR participants will have priority. Please consider joining your colleagues in demonstrating the value of libraries in patient care!

Using an online survey and interviews, the study will investigate the impact of library resources and services on clinical decision-making. Study facilitators will be asked to identify an institutional champion to help promote the study, and to distribute the online survey to physicians, residents, and nurses in their institution. The survey will be launched
in March 2011.

pricing options for this CE offering:

The Continuing Education Committee of the NY/NJ Chapter of MLA is proud to
offer a half day 4 CE learning opportunity on Monday, September 20, 2010,
from noon to 4pm.  Mr. Bradley Long and Dr. Peter Jucovy will be presenting
their course "Communicating with Physicians: For Librarians". This course
will be held at the NYU Langone Medical Center from noon-4:00pm in the
Carlisle Computer Classroom.

The goal of this course is to help librarians understand the viewpoint of
physicians during a library transaction, and the ways the librarian can
direct the interaction in a positive manner. Course participants will gain
firsthand knowledge from a physician of what the physician's expectations
are during a library transaction/interaction.

COST:   $50 for members; $65 for non-members (includes one year of
membership).
            $35 for student members; $50 for student non-members (includes
one year of membership).

Space is limited to 20 participants. To register, please fill out and return

Please join us at the Annual Meeting of the NY/NJ MLA Chapter at the Yonkers Riverfront Public Library (http://www.ypl.org/riverfront) on the banks of the Hudson River on Wednesday, October 6, 2010.

The Program Committee has planned a special day based around the theme "Changing Currents", and we hope that participants walk away empowered to embrace the fluidity of our times.

We are honored to have Betsy Humphreys, Deputy Director of the National Library of Medicine (NLM), as our keynote speaker this year.  The program will also feature small group discussions where we will exchange ideas, experiences, and our collective wisdom with the wider group on the following series of topics:

*       Changing Roles: How are librarians embracing new roles within their institution and
reinventing their models of service?
*       Changing Stewardship: What can different generations of librarians teach each other?
*       Changing Economic Issues: How are librarians doing more with less?
*       Changing Technology: Social Media/Educational Media/Electronic Medical Records
*       Changing Perceptions: How are libraries demonstrating their value within their institutions?
*       Changing Spaces:  Current and future look of the library space

Registration

In an effort to increase turnout and diversity of attendees, the Program Committee has introduced special registration rates this year.  We will be honoring other chapter or library association memberships to attend at our member rate.

Registration fees:
$40 (Members) / $55 (Non-Members) / $25 (Student Members & Members currently between positions)

Please reply as soon as possible in order to be assigned to your preferred discussion groups.  The last day to register will be September 24th.

Friends/Colleagues:

The MLA Board of Directors approved revisions that will allow chapters and 
sections to vote electronically for amendments to their bylaws. Currently, 
members of chapters and sections have to vote in person at annual meetings to do 

so. If we vote 'yea' for the revision we will no longer have to wait for the 
annual meetings to vote; we can vote electronically at any time so long as the 
membership has been notified of any changes thirty (30) days prior to the 
voting. This revision will also bring Article X in line with the other 
previously revised sections of our bylaws that provide for electronic 
communications (see: Article IV, Section I; Article V, Section 3, Part D, 
)  


Our 2010 Annual Meeting will be held at the Yonkers Riverfront Public Library on 

October 6, at which time we will vote--in person--on this proposed change to our 

bylaws.

Currently, Article X of the bylaws reads:

ARTICLE X.  AMENDMENT OF BYLAWS

These Bylaws may be amended at any meeting of the Chapter by a two-thirds vote 
of members present, provided an announcement of the proposed amendment shall 
have been distributed to all members at least thirty (30) days prior to the 
meeting at which the vote shall be taken.

The revised text reads:

ARTICLE X. Amendment of Bylaws

These bylaws may be amended by a two-thirds vote, provided that the amendment 
has been submitted in writing to the membership at least thirty (30) days prior 
to the vote being taken. [Refer to the current edition of Robert's Rules of 
Order.]


**** Note the deletion of "...of members present" in the revised text.

MEMORANDUM

TO:     THE JOINT LEGISLATIVE TASK FORCE AND THE MLA GOVERNMENT RELATIONS COMMITTEE

FR:     DALE DIRKS AND TERRELL BAPTISTE

RE:     CONTINUING RESOLUTION APPROPRIATIONS BILL

Yesterday, the Congress acted on a stopgap appropriations bill, known as a continuing resolution (CR), which temporarily funds the federal government until December 3rd.  The U.S. Senate passed H.R. 3081 by a vote of 69-30 in the afternoon.  The House took the measure up overnight and passed the identical measure by a vote of 228 to 194.  This funding bill must be signed by President Barack Obama by midnight tonight, the last day of the fiscal year, in order to keep the federal government open and functioning.

This CR is a "straight" appropriations billmeaning that the funding levels for almost all government programs will remain at the current (FY 2010) funding level until December 3rd.  After the November elections, the Congress will reconvene to attempt to pass the FY 2011 appropriations bills.  During this lame duck session, Congress will either pass appropriations bills individually or as part of an omnibus measure.  There is always the possibility of another continuing resolution beyond December 3rd.
